(Photo: AFP) SINGAPORE: The KidSTART programme to help young children from low-income families will be expanded to another three regions, announced Minister of State for Social and Family Development Sun Xueling on Friday (Mar 5). It will now include Choa Chu Kang, Bukit Panjang and Bukit Batok. KidStart, which was introduced in 2016, provides additional support to children up to six years old from low-income families. The programme was first piloted in Kreta Ayer, Bukit Merah, Taman Jurong, Boon Lay and Geylang Serai, benefitting more than 1,000 children in these regions, said the Early Childhood Development Agency (ECDA). It was later expanded to Woodlands and Bedok, with ECDA announcing last year that KidSTART will also include Ang Mo Kio, Sembawang and Yishun in 2021. To support the expansion of the programme, a dedicated KidSTART Singapore office has been set up which will partner an anchor social service agency in each region. MORE MOTHER TONGUE LANGUAGE TRAINING FOR EDUCATORS Ms Sun also announced during her ministry’s Committee of Supply speech that ECDA and the National Institute of Early Childhood Development will introduce a course for Chinese language teaching later this year, as part of efforts to support the professional development of educators. Educators will be taught Chinese language skills and knowledge of the local Chinese culture and heritage, and be equipped with pedagogies to help children enjoy learning the language. The non-compulsory course for Malay and Tamil language was rolled out in 2019, with a S$2,000 training bonus given to in-service teachers who take up mother tongue language teaching and complete the course. Previously, educators could only receive the bonus if they underwent training by Dec 31, 2020. ECDA will now extend the qualifying window for Malay and Tamil language educators to Dec 31, 2022. Educators enrolled in the new certificate for Chinese language teaching, and who go on to teach Chinese language, are also eligible for the bonus. These coordinators will receive training and work with other pre-school educators to identify children with potential developmental needs for assessment, and ensure that they get early intervention support. “For children with developmental needs, it is paramount to identify needs early and provide the necessary support,” Minister of State for Social and Family Development Sun Xueling said during the debate on her ministry’s budget. “Our children are precious and we must create environments where they can thrive, and they can feel included and accepted.” The new Inclusive Support Programme pilot scheme, announced by Deputy Prime Minister Heng Swee Keat in this year’s Budget, will support pre-schoolers aged three to six who need medium levels of early intervention support. Currently, a majority of children who need medium or high levels of support require multiple intervention sessions a week at early intervention centres separate from their pre-schools. The pilot scheme plans to integrate the services provided by intervention centres and pre-schools, reducing the logistical strain of shuttling between the two sides and providing more opportunity for better integrated support for the children, Ms Sun said yesterday. Early childhood educators can also improve their abilities in inclusive education by taking a new Certificate in Inclusive Practice at the National Institute of Early Childhood Development (NIEC), to be introduced later this year. The certificate will teach inclusive strategies to support children with varying needs within pre-schools. Ms Sun also announced that KidStart, a pilot programme led by the Early Childhood Development Agency (ECDA) to support children up to age six from low-income families, will be expanding to more regions – Choa Chu Kang, Bukit Panjang and Bukit Batok – this year. ECDA is also improving the capabilities of early childhood educators who teach mother tongue languages, said Ms Sun. Since 2019, ECDA and NIEC have been running Certificate in Pre-school Mother Tongue Language Training (CPMTL) courses for Malay and Tamil languages. A $2,000 training bonus, given to educators who underwent the training before Dec 31 last year and subsequently taught mother tongue language, will now be extended to Dec 31 next year. Ms Sun said there will also be a new CPMTL for Chinese language teaching later this year. It will incorporate knowledge of local Chinese culture and heritage. Ms Ahamed Nisha Mohideen Gani, 34, a Tamil language teacher at Skool4Kidz @ Yishun Orchid Spring, completed the CPMTL last month. “The course enhanced my grammar, pronunciation and communication in Tamil, and was a very enriching experience for me,” Ms Nisha said. She has since applied the knowledge learnt, such as incorporating an Indian string instrument into her storytelling sessions with the children and teaching them folk dances. Mengongsi butiran lanjut, Menteri Negara (Pembangunan Sosial dan Keluarga), Cik Sun Xueling, berkata di bawah inisiatif Growing Together with KidSTART, mereka menjalin kerjasama korporat baru bersama SP Group dan The Lego Group, dan memperdalami kerjasama yang wujud bersama Prudential Singapore dan Etonhouse Community Fund. “Kami akan memanfaatkan relawan individu dan korporat untuk membina hubungan lebih kukuh dan lama bersama keluarga KidSTART,” kata beliau. Bagi sektor pembangunan awal kanak-kanak pula, Agensi Pembangunan Awal Kanak-Kanak (ECDA) bekerjasama dengan prasekolah dan agensi khidmat sosial sejak Julai tahun lalu untuk mewujudkan hampir 1,000 peluang pekerjaan tambahan. Ini termasuk pekerjaan jangka pendek bagi rakyat Singapura dan penduduk tetap sebagai penolong pengurusan selamat bagi membantu dalam pelaksanaan langkah pengurusan selamat di prasekolah sementara meneroka penukaran kerjaya kepada sektor pembangunan awal kanak-kanak. Terdapat juga pekerjaan jangka panjang bagi individu pertengahan kerjaya dilatih sebagai pendidik awal kanak-kanak yang diiktiraf melalui Program Penukaran Profesional (PCP) atau Program Penempatan dan Latihan bagi Penjagaan dan Pendidikan Awal Kanak-Kanak. Turut disediakan ialah peranan berkaitan program KidSTART, seperti pengunjung ke rumah, untuk menyokong peluasan program itu. Dalam pada itu, MSF dan SG Enable akan mewujudkan 1,200 pekerjaan, peluang pelatih dan peningkatan kemahiran bagi individu kurang upaya menerusi program baru dan sedia ada. Ini termasuk Program Penempatan dan Latihan, dengan individu kurang upaya akan diletakkan dalam pekerjaan bersama majikan dan dilatih bagi peranan sepenuh masa atau kontrak baru. Majikan yang memanfaatkan program itu akan menerima sokongan gaji 90 peratus daripada pemerintah. Program Bekerja Sambil Berlatih pula akan membolehkan individu kurang upaya menjalani latihan di tempat kerja dan latihan berstruktur oleh syarikat dalam peluang bekerja sambil belajar sementara dan/atau peluang pelatih. Di bawah program itu, individu kurang upaya akan menerima elaun yang menggunakan tanda atas 80 peratus daripada gaji bagi peranan serupa, dengan pemerintah akan menyediakan sokongan 70 peratus manakala syarikat pula membayar baki 10 peratus elaun itu. Program Pembangunan Kemahiran pula menyediakan kursus latihan disesuaikan bagi individu kurang upaya mempertingkat kemahiran. Peserta program ini akan diberi elaun bulanan sehingga $640 sepanjang tempoh latihan mereka.
